Only by solving these problems can urbanization of China be positive and sustainable. Therefore, problems of urbanization are essentially problems of regional development. What it solves is problems of regional growth pole. “Ecological Civilization Construction” was further comprehensively discussed as a special part, and the overall layout of socialism with Chinese characteristics was expanded into “Five-in-One” including ecological civilization construction from “Four-in-One” at the Eighteenth National People’s Congress in 2012. “Strengthen Ecological Civilization System Construction”, “Promote Green Development, Cyclic Development and Low Carbon Development”, “Push Forward Energy Production and Consumption Revolution” and other guiding thoughts were put forward for socialist ecological civilization.

At present, NDRC cooperates with MOHURD formulated “Green Building Action Plan”.
